One of my forms was accidentally deleted

One of my forms is in the trash and I can't get it out unless I pay. Also, none of my forms seem to be working anymore. I signed up with jotform many years ago and it was understood to me that I was grandfathered into it. Now I have to pay?

None of the JotForm features are grandfathered, only the price of some old subscriptions were grandfathered as long as they are active.

The forms creation limit on a free account is 5, since you had created those forms before the limit was implemented, they would remain available as long as you don't delete them. Unfortunately, there is no way to create, clone or restore deleted forms.
