    OK. Still having issues:

    Made one Sandbox payment via credit card.

    Trying additional tests gets me the following error after I enter Credit card information.

    "Sorry, we can’t complete your purchase at this time

    Please return to the merchant and choose another way to pay."

    I checked your form and I see that payment is still in Sandbox mode. Please take note that no actual purchase payment will be processed with Sandbox mode ON only.

    The "invalid merchant error" is actually more have to do with the paypal account configuration and not with the payment field itself.

    You can check the error code information on this page:

    10500  - error code

    Invalid Configuration 

    This transaction cannot be processed due to an invalid merchant configuration. 

    Occurs when you have not agreed to the billing agreement.

    10501  - error code

    Invalid Configuration 

    This transaction cannot be processed due to an invalid merchant configuration. 

    Occurs when the billing agreement is disabled or inactive.

    Please make sure that your PayPal account is ready to accept PayPal payment transactions. You might consider contacting PayPal Support to get the assistance in this case.

    I understand that no actual purchase payment will be processed with Sandbox mode ON. That is my intention...to test in Sandbox mode a payment using the credit card assigned when I set up my Sandbox account.

    A few of my tests did in fact work using the sandbox credit card, but now I can not make any sandbox payments. I can make Sandbox PayPal payments without any problems.

    I will have to abandon my plan to use Jotform for live credit card payments if I can not get success using tests in sandbox.

    (Also, there are no error codes issued when I try to make a credit card payment test)

    I have been checking your form and I can see you're using PayPal standard, as per my tests it seems like the payments are going through using sandbox mode.

    I have used a sandbox account as well and it worked for me. 

    Please note that PayPal processes the payments on the page the users are being redirected to, if the payment is not processing then it may be due to wrong information used or something on their end, with the standard integration you are only sending the data to the PayPal's end.
