    If we add collaborators to a form, does this allow other people to access submitted forms? What does "adding collaborators" do?

    Adding collaborators will allow people (that you add) to build the form simultaneously, more about that you can find here: https://www.jotform.com/help/419-Understanding-Form-Collaboration
