I cannot delete a form permanently

We are at our form limit and each time that I delete a form, the form is automatically restored.  How can I permanently remove a form? 

I checked with a test form from your account and I was able to delete and purge that form.  As far as I can tell, it should be possible to do so from your end.  If you still cannot, try a different browser to see if the issue persists, Chrome or FireFox tend to work best.

On a side note, it is not necessary to delete forms to reduce the total.  The total only counts active forms.  You can archive/disable forms and they will no longer count towards the total.
