How to insert a download link?

I am creating a form that will allow my users to upload a PDF. If they do not already have the information requested, I want to make available to them an Excel spreadsheet they can download, fill, and then upload to my form.

Is there a widget I may include that will provide them the "download" link so they can retrieve the Excel spreadsheet?
