Why is handling fee added when Shipping is enabled on form?

I set up Flat Rate shipping on the options and I had a buyer purchase with with the total including the shipping and tax. However, when the payment was received on paypal, there was an additional $5.00 fee for "handling". Paypal says that they did not add that; only the processing fee. Has anyone received this before?

I have tested one of your payment forms and seems you disabled the shipping on the form ID 80137023084144.

I tested the shipping setting by adding flat of $5 for shipping and I could not replicate the $5 handling fee. The only charges I see is the Tax for every product ordered.

Would you kindly confirm this is the right form? If not kindly share the right form for us to investigate the issue further.
