Yes you can attach file to the Autoresponder emails that users can download using the email.

Thanks. Is it possible to attach a file to the form itself so that users can download the file before they submit the form?

It is not possible to attached the file on the form itself... but what you can do instead is add a link/URL of the hosted file on your form.

The end-user then can use the URL link of the file in the form to download even when they have not submitted the form yet.

You can use the TEXT field to add a text with downloadable URL link within the form.
