Resubmit All or Upload from Excel

I am using the form as a petition for school funding and want to add another politician to the email workflow. I do however want them to see all of the people that have submitted already by getting all of those individual emails of people that have already filled out the form. I can disabled the current emails and only add this persons and then go in each one and resubmit but that is time consuming. In addition, the email says edited instead of just being a normal email.

What is the best way to handle this?

If there is nothing out of the box, is there a way to upload an excel list of petition signers and have the email workflow kickoff?

it will be a daunting task to have each and every person file their petition again to a separate form for this other polititian.

The easiest way would be to download all the submissions as an excel file. And then use some mailing tools like MailChimp to send an email to all the emails on that file.

I don’t want to reach the people that filled out the form, I want to reach the people that are receiving the petition after the user submits. It’s formatted to add their personal comments and customize an email to the politician. It also uses their email as the reply to. A mass email won’t work. 

Besides the time consuming solution(re-submitting one by one), there is no other feature to resubmit all the notifications to the new recipient. What you could do is to create a form report, such as HTML or Grid listing report, and share it with the new recipient if he needs to have access to those submissions:
