I recently upgraded my account because I had run out of storage and it still doesn't seem to be working. What's missing to get my form working?

You purchased the Storage plan, which is only for total submission storage.
Your account is not available because it reached the upload space limit, so you can either delete forms that contain uploaded files to free up space, or upgrade to a higher plan that provides more upload space limit.
