Using JotForm without Internet

If I'm doing a survey in a public setting and walking around with my Ipad without an Internet source, can I still use the app to gather surveys as I walk around?

My understanding is that you want to use the form offline. This is possible if you convert your online form to a fillable PDF form. Once you converted it, you can open the fillable PDF in PDF reader (Adobe Acrobat or Foxit Reader), fill it up and then save it.
