I was contacted by someone who was using our form link for a second time after the first was completed. She said that when she filled out the second form (with different information) it won't let her submit. Is this a behind the scenes or user issue?

I assume that this is the form you are referring https://www.jotform.com/form/80046088202954. Please let us know if it's not .
Upon checking the Form Settings on that form, I see you enabled Unique Submission and selected Check cookies and IP which is why it prevented the user to submit another info.
The main use of Unique Submission feature is to prevent your form from getting Multiple Submissions/SPAM with the same person or people from the same IP.
I suggest that you set it to No Check so people can do another submission with different data.
