Here's a nifty little guide that contains the information you need:
Note: The Test Email function in the Email Alerts screen can only send to the address associated to your JotForm account. It was made this way to prevent abuse from spammers. To test your newly added recipient emails, you must send a real submission to your live form.

I think there may be a bug because I have changed the email address in all places and tried to test through the actual form on the site and it is still not taking.
I would like the notifier sent to: email@example.com
