I want to know what happens when one tries to access a form on an account that has reached their submission limit? What kind of message does it display? Is the form even available?

Once you reach your submission limit, your forms will be disabled for the meantime. It will only be reactivated until you either upgrade your account or wait for the next month when your counter resets to zero.
