On the pricing page I noticed that I would only be able to receive one payment/month. What happens after that one payment? So say that one payment has already been made but someone else is trying to pay for something through the same form. Are they able to submit the form with their credit card information and I charge it later? Or how does it work?

If any account limit, payment limit included, is reached, your forms become not accessible.
Bottom line, your users will not be able to see the forms since the account will be in over-limit status.
Then your forms will be accessible again when limits reset (which is every first of the month).
