My account says I'm out of space for payment submissions. Why does it continue to post this message if I removed the payment option? It also says Ive used 15/10 payment submissions but no where on the plans does it clarify how many payment submissions you can receive.

I'm sorry, but removing the payment integration in the form won't restore the limit to zero. Not even if you delete the submissions in the form because only the system can reset it which is scheduled every first day of the month, at 00 EST.
As for the payment submissions count of 15/10, I think that was just a small glitch considering that the free plan payment submission limit is only 1 or simply a grandfathered one. I think you can keep it :)
