After client submits order form (and surveys), can a personal dashboard/report be created with client's personal submissions?
I've seen the option to create reports, but it appears that users would be able to view all submissions? This report would need to be unique to each person completing form.
-I'm looking for a simple solution that would enable clients to keep track of order history, survey responses, etc.

You can actually create multiple Thank You pages that will appear based on the condition.
You can create different kinds of Report here in JotForm. For more information, please check this user guide: How-to-Create-Form-Reports-in-JotForm.
You may also add a PDF report link in the Thank You page or in the email alerts. Here's a screen capture:
If you want to customize the layout of the PDF report, you can refer to this guide: How-to-Customize-PDF-Submissions-Report.
Also, please take note that there is an option to attach the PDF report in the autoresponder email. You will see this option in the "Advanced" tab of the autoresponder settings.

So the PDF Submissions report will show all orders placed by the client (continuously update)? For example, if I submit orders three times this week, I will see the list of the three orders in the PDF File?

If you go to your Submissions and download your PDFs there:
Then yes, all PDFs will be downloaded (all submissions).

It doesn't appear that I am able to do what I'm wanting. On my end I see how to generate the PDF and separate by person, etc., and then attach the PDF, but I was wanting to do something that was automatic.
I was looking to create a way that clients could access their order history. The auto responder sends them an email, but I wanted them to be able to access this info. at any time by clicking a link of some sort. For example, John Smith is able to click a link (from website) that would show all of his orders for the past month.
Is the system capable of that?

I'm afraid we do not have that feature and its way beyond JotForm's capability.
What you are trying to achieve might require personal database so you may consider passing the form data to your own database automatically then use the collected data to fill your custom dashboard.
