There is a portion there that includes the Terms & Conditions and a widget to sign it. However, whenever there is a submission, the email notification only includes the signature. The entire terms and conditions are not included in the email content
Is it possible to have it included in the email? Or perhaps, a copy of the T&Cs with signature attached in the email notification in pdf format. Is that possible?

You are referring to the TEXT FIELD. Text Fields, Headers, Images, or any non-input fields/widgets are not included to your email templates by default. To include them there, you have to manually copy/paste them in.
And if you want them included in the PDF SUBMISSION, you can enable them by following the guide linked below.
