setting up an email condition

I would like to set up an email condition based upon fields filled in on my form.

for example: if it has facilities, send to XXX email first then xxx second and then I want a copy after it's signed by both people.

Also, to have signatures on my form, what's the best way for people to receive a notification that the form is ready for them to review and sign.   Should I insert signature from the Widgets or just track through DocuSign?
