I had four recipients and removed one to replace with another, and now I can't add one back.

For the FREE account, only one(1) Recipient Email can be added. If you need to add another recipient email, you need to add a new Notification Email first.
Your form most likely have the multiple recipients already setup before prior to the implementation of the recipient email limit for FREE plan.
The paid plans will allow multiple recipient emails on the same Notification Email.
