Why does it say I am out of space?

I deleted most of my data and I am getting forms filled out, so why am I getting a message that I am out of space?

When receiving submissions, it constitute a count for the submissions counter for the month. Deleting submissions does not result to increasing allocation for your monthly submissions. In any case, as it is now the 1st day of February, the submissions counter on your account has restarted.
