    You can use CSS Code transform all the text to Uppercase

    .form-textbox {

        text-transform: uppercase !important;

    }

    Please follow the instructions on the link below on how to inject CSS Code on your form:

    https://www.jotform.com/help/117-How-to-Inject-Custom-CSS-Codes

    Let us know if you have any other question.

    The CSS code affects the text while being entered on the form, but it does not affect the text as  it's saved on the submissions, it's not currently possible to force the text to be uppercase, we may open a feature request for this if you want, please let us know.
