I checked all 6 forms on your account but never found one that is integrated with PayPal. The integration should work as advertised unless there's something that wasn't setup properly.
Can you share the FORM URL so we can have a closer look? If you don't have any forms integrated with PayPal yet, I recommend you set it up first while following the detailed guide below before getting back to us. After setting it up, give it a test run and let us know if you see any issues.

Hi Jim_R - I just need to upgrade to the STORAGE tier and PayPal is not accepting my payment for some reason. I'm happy to pay month to month at this stage... please assist.

Apologies for misunderstanding your question. I thought you were referring to the PayPal integration on one of your forms.
Do you see any message warning/error when you attempt to upgrade using PayPal? I'm seeing you were previously paying through PayPal under the Bronze Plan. If you're not able to upgrade to STORAGE using PayPal, please share with us what you're seeing from your end when you try to upgrade. Sharing a screenshot of it would be highly appreciated.
