I have a form that has registration information.
At the end of the form I am asking if there is someone else
to register (yes or no).
If they say "yes" can I have that page repeat itself?

You can create a condition wherein you can skip pages based on the condition. Please check this demo form: https://form.jotform.com/80374674124962. You can clone it if you like to.
In this demo form, I used the Page Break tool to separate the section for each member.
I also used the Single Choice field for the condition wherein if the user selected "No", it will jump to the last page. If the user selected "Yes", it will go to the Next page.
