Jot form is only linking people who have paid on paypal

If someone signs up for our event and decides to turn a check in a the event they are not showing up as having filled out the jot form. I have checked both on the jotform website and the google doc we have the form linked to.

Your form is being routed via paypal regardless of what payment option the user takes.

This means the check/cash people are not 'completing' their submission.
