User Account Not having full access

    username doesn't have full access and is asking to upgrade.

    Why is there no one to talk to.

    I assume you're referring to a sub user account, please note that when you're sharing forms you select the permissions for that user over the shared forms, they may just view submissions or edit the forms as well. 

    Now, adding a sub user does not automatically upgrade the account to the main account status. Also, all the forms the sub user account creates need to be moved to the shared folder, this way the forms use the limits of the paid account.
