Am I seeing and understanding the pricing of our plan correctly, if we wanted to create a Registration Form with option to collect the registration fee (by Square) attached to the sign-up we would need to upgrade our account if we were to have 60+ people register?

Yes, that's right since the free plan has a limit of 1 payment submission per month.

When you form has payment integration, every submission will be counted as payment submission.

Based on your expected submissions, you need at least the Silver plan because it has 100 payment submissions per month.
