I have gone thru and update the notification recipient email address to be sent to upon submission. Everything went smoothly all accept when I try to test the email, it still sends to my original email address prior to the changed. I have gone back to verify if it has saved the new email address, and it did. Please advise.

Hello, Van. This may be due to a replication delay from our servers which is causing a delay of saving your updated form. You may try testing this link of the form instead and see if the error still persists:
