I recently got an email that as a free account I have surpassed the payment submission limit and my forms will be disabled. If I remove the payment integration, will my forms be enabled?

If you removed the payment field (payment integration) in the form that have the submission payment, it will delete the submission with payment data as well.
Note: We do not keep any copy of submission data. So make sure you have a backup copy of the submission data as well before deleting them. In case you need the data later on.
So yes, it will reset the submission payment limit to none/zero(0). This means the account will no longer be in Overlimit Status due to exceeded payment limit and thus forms will be enabled again.
