restricting by IP

would restricting voting on a form by IP most likely mean that only one person, say in an ad agency, would be able to vote ... or in a business setting would it restrict to the computer?

Depending on the IP Address,if one company is using a single IP address for all its users then,only 1 person in that company can submit your form. It really depends on the companies IP range.
