Our forms were disabled because we ran out of payment submissions included with the basic (free) subscription (it says we only get 1 per month). We have accepted numerous payment submissions per month in the past months and this has never been a problem. Has this recently changed for the basic subscription?

We are sorry for the inconvenience, but as of February, we have rolled out our new limits to all users.
For free users, you are entitled of 1 payment submission per month.
You can check it on your myaccount/billing
