Im not getting the link page to return to my form

I used to go to the link below and first thing I would do is input my email address for the link to return to the unfinished form, but I'm not getting the link any longer. I believe someone logged in and made changes to the form and must have removed this feature. I need to know how to re-enable this feature please.
