I tried to go into the settings to make the submit button mandatory, but it is not allowing me. What should I do to correct this?

When you make a field required it isn't possible to submit the form until it is filled out.
However, you cant make the submit button required as there is no need to. Once you hit submit there is no need to check if submit was pressed.
Can you please give us more information of what you are trying to accomplish and we might be able to help you achieve it.

I see. It seems we are receiving the completed form, but the payment has not processed through paypal. Is there a way to stop completion if payment is not processed?

You can enable the Required feature of the Payment field. Here's a screen animation guide that you can follow:
