Who creates the forms?

I do not yet know if JotForm is compatible with our back end payment system, but before I get to that issue I'm curious to know who creates the forms, my staff/volunteers of JotForm staff? 

If I need a form for event registration and payment, can I also enable people to create a Journal ad using the same form?
