We are not receiving submisison emails from form.

We missed some registrations. We understand that someone has registered only when a payment or email request has been made. Neither he nor we receive a notification. Other people, however, can register. Is this a server problem?

I am not sure if I upgrade to paid version the problem will resolve.

I did test your form and did not find any issue with that. I was able to submit form without any problem. Please check the screenshot below:

Do you mean to say that you are not receiving submission emails after the form is submitted? I did check our email logs and found that the submission emails are being sent successfully. Please check the logs below:

Have you checked your spam folder already? Please check your spam folder and see if the emails ended up there. It seems you are using SMTP setting to send submission emails. If the issue persists, I would suggest you to set "Sender Email" as noreply@jotform.com and see if that solves your problem. Please check the screenshot below;
