We get two different types of messages from JotForm (see attached), one has payer info and the other doesn't. I used to think that the one's without didn't process a payment, but that's not the case as we received the funds for that. Is there a correlation or a cause that prevents the payer info from showing?

Unfortunately I can only see 1 image that is attached.
I checked your Submissions page and I assume you are referring to this one.
Please take note that if you manually clicking COMPLETE SUBMISSION in the Incomplete Payments will not Process payments and just trigger the post-submission actions.
To automatically update the submissions that fall to the Incomplete Payments tab, you will need to enable IPN from your Paypal account and set the IPN Relay URL into your form's Paypal widget.
