So … a user has submitted a form, and for no fault of her own, she was unable to open the results page.
Is it possible to resubmit a submission? I can always manually reenter the data, but that's error-prone.

Yes that is possible by going to your Submissions Page and clicking the "Edit" button and click Submit again.
Please make sure your Autoresponder email settings has enabled "Send on Edit"

OK ... does this work even when the user, upon submission, is redirected to an external web page?

Yes, when you edit and re-send the submission what it does it they will get another Autoresponder email notification.
You can also let them update their Submission by adding the "Edit" link on your form's Autoresponder email notification.
That way, they can just click the Edit Link on the email they receive to update/edit their submission data.
