Added option to pay by check ot PayPal but user will always redirected to PayPal checkout page.

I have a simple form with one item to be purchased.  I've set up two methods of payment; check and paypal.  I've set conditions on each, 'payment method set to check, show check instructions' and 'payment method set to paypal, show paypal'.  I've tried to troubleshoot the form using the payment method set to check.  The mailing instructions do appear, but then it directs me to paypal after I click submit??????  I was hoping that when a customer chose payment method 'check' they would see the mailing instructions and then when they hit submit it would just confirm their submission and if they choose paypal they would be directed to paypal???  What I'm I doing wrong.

I did check your form and found that though your PayPal payment tool is not visible but the product is selected by default. That is the reason why your users are always redirected to PayPal checkout page.
