Is there any feature to cancel or un-register a registered event?

After an event registration, can submitter cancel or un-register it if there is no payment involve?

That depends on the structure of the form. If you didn't give your form users the option to edit their submission, and if there is no option for them to select that they no longer want to register, then I would suggest going to your form submissions page and delete that particular submission.
