Good Morning. We are a Property Owners Association. We will be sending out a Jotform survey asking residents to choose which amenities they would like us to work on this year. At the end of the survey, we would like to add an element where they can add an amenity they would like that is not on the list.

My understanding is that you want a field where your users can dynamically add another field and enter an option that is not provided by default. If yes, then I suggest you check these widgets:
