I have been notified our account requires an upgrade. Before we setup, I would like to delete all forms pre-2016.
I have attempted to delete individual forms but they are not deleting.
Can you please advise the best solution to clearing old forms as I don't want to risk live forms not working.

You are logged in to the account with the username dhLW. This account has 5 forms.
This account has reached the Upload space limit which is 100MB for FREE accounts.

If you want your forms to remain dhLW active, you can delete form submissions to free up space or you can upgrade your account. https://www.jotform.com/pricing
I can see that the account with the username creativeservicesCRF is sharing forms with your account. You can also drag and drop the form to the shared folder. This would transfer the form ownership to that account which currently is on a paid plan and under limits of usage.
You do not need to delete any forms in the account with the username creativeservicesCRF (shared folder).
