Too Many Requests Sorry! Rate limit exceeded. Try again later. Error message

I'm getting the following error message. The forums said I needed to upgrade my subscription, which I did. I am still getting the error message. This is for a school of 350 6th graders, and we are trying to register for the career fair. It is not embedded; they are getting a direct link to the form.

Please note that this is a limit implemented on the forms in order to avoid abusive use of this, we're currently limiting the rate of submissions from the same IP address, the limit is 60 submissions per minute and per IP, if the same IP has sent more than 60 submissions in a minute then the message will be shown. 

I have checked your form and it seems like you have disabled it, please try enabling the form and checking if the same error happens.
