What does it mean 3 payments in a month?

I'm wondering about the starter account. It said receive 3 payments. Does that mean I can create 3 type of form payments or I can receive 3 payments on any forms per month? 

On a free subscription account, you can create up to 5 forms and receive up to 3 payment submissions in total for a month. If you need to receive more payments through your JotForms, it is required to upgrade the account to a paid subscription plan. You may compare the available subscription plans from our pricing page.

Has this changed recently?  I had received notification that my free plan was being downgraded to one payment submission which seemed very unfair.  And yet, here we are with 3, which is a much better platform to promote and support your service.  

Yes. The limit for the payments has been changed to 3 for Free accounts since March 01, 2018. Additionally, when the payments limit is reached, only the payment fields shall be disabled on the forms and you'll be able to continue receiving normal submissions for the month.
