We are out of storage. Is there a way for me to clear out the old data from before 2017?

You're out of allowed submissions storage (500 submissions for a Free account), that is how many submissions you can keep, total, across all forms.

What you could do is to delete old submissions (or submissions that you don't need).

That will lower the taken space.
