What counts as a payment received?

The free pricing tier includes "receive 3 payments" a month. If a form submission includes credit card information, but does not process that payment immediately (an option when using Stripe) does that count against the 3 free payments for a month?

A payment authorization would also count as a payment.  Any time information is forwarded to the payment processor, the system counts the submission as a payment submission.
