does jot form provides an element or widget that allows a "client" or user to create an account whereby their basic info can be reused in future jet form responses and not have to manually input again?

I believe this is possible by sending them a link with pre-populated field data based on their previous submission through Autoresponder notification.
Here's a guide on how to prepopulate fields via URL https://www.jotform.com/help/71-Prepopulating-Fields-to-Your-JotForm-via-URL-Parameters
This app will help you generate a Pre-populated URL http://prepopulate.jotform.io/
I cloned your form and added an example. Please check it out on this link https://form.jotform.com/80664867259977.
If you do a submission, it will send you the Autoresponder notification email that contains a Hyperlink for your pre-populated data.
Let me know if that works for you.
