How can I create an order form with no payment service attached?

Every year, my company has to send T-shirt order forms to our sales team, but they are not charged anything up front. The cost is taken from their commission. Is there a way to create a "Product" field without having to link it to a PayPal account or the like? Please advise. Thank you!
