How can I add a second drop-down menu within the first, that is, two drop-down menus with a single label? -

You can use the Dynamic Dropdown widget.

Hello, I have seen these widgets but it is linked to the first drop-down.
I want two independent drop-down with a single label. another option, please? -

Hello,
If you want multiple fields in one single widget, I recommend creating dropdown fields through the configurable list widget (https://widgets.jotform.com/widget/configurable_list). You may also refer to this guide to know more about the widget's features: https://www.jotform.com/help/282-How-to-Set-Up-the-Configurable-List-Widget
If this is not what you are looking for, can you tell us how you intend to use the field that you are looking for? Perhaps there is a specific field available which fits your preference.

It's not what I'm looking for.
You see, I have a list with degrees and I need another drop-down for a double-degree list with a single label called degree preferences.Ex:
If I select a title, it is independent of the double degree. They are two completely different listings.
The user has to choose the two options, and the one does not depend on the other.thanks!

How about just simply creating two different dropdown fields? Can you tell us why it cannot be a good solution instead?
