Users are trying to register, we updated the account to Bronze, but still get a message that the quota has been met. Also, we tested by sending a payment through to PayPal and nothing happened

I have just checked your account and you have not any payment received so far so the counter is 0 actually.
I have also tested your form and I did not receive any error, I was redirected to the PayPal payment page as well, please see the following screenshot:
Please note that the form will redirect to PayPal as long as there is an amount to charge, otherwise the users will receive the thank you page only.
If the problem persists on your end, please let us know.
