We operate in areas where there is very little to no cell phone coverage.

Unfortunately at the moment Jotform does not support offline operations. However there is a workaround for this. You can convert your form to fillable PDF which allows offline filling of the PDF form.

Once user is connected to internet the data user has filled submission will be updated on the server. Below is a guide on creating fillable PDF.

Advantage with fillable PDF is you can fill data offline on the PDF document and submit however if you do not have internet connection the data will not be sent to the server but once you are connected to a network then the data will be synced to your form submission data.

How may forms can you complete offline without loosing data?

With fillable PDF you will create different PDF documents for different forms and does not have limit to when you will loose the data.
