Have you tried viewing your form notifications via webmail or in google mail or yahoo mail if in case you are using this two (2) mail services. This is a known problem in MS Outlook 2007 base on the recent searches and results that I have done.
I found out two solution;
1. Changing your MS Outlook character coding to just UTF8
2. Format menu -> Text encoding -> Western European (ISO). Reference here.
Thanks and I hope this helps.
